The purpose of the Memorandum of Understanding is to set out the accountability relationships between the Minister and the Chair, on behalf of the agency; clarify the roles and responsibilities of the Minister, the Chair, the Deputy Minister, the President/CEO and the Board; and set out the expectations for the operational, administrative, financial, staffing, auditing and reporting arrangements between the agency and the Ministry.
